Somewhat off-topic but I'm on the committee of our local University of the Third Age and this new legislation has triggered enormous resentment.  We have lost members directly as a result of it (they cite increasing red tape which 'taints the well') and we cannot recruit a Chairman to take responsibility for overseeing it.
