Title: Delete v Quarantine

Which is best and what's the difference anyway?  Some of the blighters such as revsci.net can sustain a nuclear attack and still return at the next scan.   >:(

Quarantine is in case something gets deleted by mistake, and is therefore retrievable.  Delete isn't.
