Title: Low GFX Performance

I've recently noticed that my PC isn't performing when playing Morrowind as I hope.

Currently I have:
WinXP Prof SP1
2000XP
512Mb 133 SDRAM
Ti4200 (All New Drivers)

I seem to get about 10 - 20 FPS outside buildings but I would expect that I would get a bit more with my Ti4200. Any Ideas?
